There is a tremendous opportunity for California to be one of the best educated, most diverse, multilingual populations in the world. Unfortunately, the state continues to lag behind other states, as well as many comparable nations, in educational outcomes in part due to decades of underfunding in education,1 and an acute failure to invest in early childhood.
