The well-being of California’s youngest children depends on increased access to more quality early learning opportunities and the development of a coordinated, comprehensive system of services that can assist young children and their families. Thanks to new federal funding, the state has the opportunity to move its system in that direction. An important first step is to map out existing programs and services that support young children, from birth to age five. This guide aims to serve that role.
