The majority of California’s fourth graders are not reading proficiently, which has dire implications for the state and nation’s economic future, according to Early Reading Proficiency in the United States, a KIDS COUNT® data snapshot report. The report finds 73% of all fourth graders in California were reading below proficient levels in 2013, with only three other states (Louisiana, Mississippi and New Mexico) and the District of Columbia faring worse.
